In China, most of all the people seem to be able to speak English.
In Japan, there are partial numbers of people speaking in English.
What is the difference?
Certainly, it is mentioned that Japanese English education is focused on grammer, but I think people in Japan will have fewer motives in English-speaking.

You may not go to school abroad if you master intermediate English.
